Since Supreme Leader Barack Obama has essentially neutered Congress and is ruling by decree, why don't we just send the 435 House members and 100 Senators home and save some money?

The Weekly Standard recently took a comprehensive look at how Obama routinely bypasses Congress and imposes "laws" through regulatory actions by his various cabinet departments and czars. And don't look for help from the courts. Lawsuits move slowly and the damage Obama has done to the U.S. economy, in many cases, cannot be repaired.

The Obama administration's first three years of major rules, costing up to $26.7 billion, were five times more burdensome than the Bush administration's first three years ($5.3 billion) and three and a half times more burdensome than the Clinton administration’s ($7.6 billion).

And that analysis is limited to just the administration's "major rules" — rules costing more than $100 million annually — for which the agencies calculated costs and benefits. It neglects 41 other "major rules" for which benefits and costs had not been calculated, and is only "a fraction of the 317 significant regulations, and over 3,500 total regulations," promulgated by the administration, according to Susan Dudley, director of George Washington University's Regulatory Studies Center and former OIRA administrator under President George W. Bush.

Guest Column: No Budget, No Pay For Congress

Imagine if you paid a neighborhood boy to mow your lawn. For a few weeks he does a good job, but then he just stops cutting part of the front lawn. Week after week, he leaves a big patch that grows tall and weedy. Would you keep paying him? Of course not. You set out a job for him and he’s clearly not doing it. You would withhold his pay until he started mowing the whole lawn again.

The last time the U.S. Senate passed a budget was nearly four years ago. In that time, the weeds have certainly grown thick. We’ve had four straight years of trillion dollar deficits, leaving us with a total national debt of $16.4 trillion.

The last time Senate Democrats put together a budget, they projected that the deficit for fiscal year 2013 would be $581 billion. It’s now looking like they will be off by more than $400 billion. Four years later, and the deficit is still anticipated to run more than $1 trillion this year.

The federal government has continued to run, so what does the budget do? The federal budget process is complex, and certainly in need of reform. However, if the process is followed, it helps the President and Congress to think deeply about present spending and plan for the coming years. Ignoring that process and continuing to fund the federal government is like running forward at full speed with a blindfold on.

In 2009, Democrats were in full control of Congress. After the defection of Sen. Arlen Specter, they had a filibuster-proof majority in the Senate. They used this majority to pave the way for massive increases in spending including the fiscal year 2009 omnibus appropriations act, the stimulus bill, and Obamacare.

By 2010, it was apparent that all this spending was adding up and not boosting the economy as anticipated. Neither the Senate nor the House would pass a budget in that year. With the country concerned about the explosion of spending, Congressional leaders simply didn’t want to admit that they had no real plan to control deficits.

Republicans promised to put out an honest budget. For the last two years, House Republicans have passed budgets that promote private sector growth, cut wasteful spending, strengthen entitlement programs, and balance over the long-term. Meanwhile, Democrats have used these budgets to attack Republicans. Going so far as to cut a commercial showing a Budget Committee Chairman Paul Ryan (R-WI) look-alike pushing an elderly woman in a wheelchair off the cliff.

Going without a budget has certainly been politically advantageous for Democrats. Republicans have been viciously attacked for efforts to shore up the shaky finances of the Medicare and Medicaid programs. The Trustees of these programs warn Congress over and over again that under present law the government will run out of money to fully fund these programs. Something has to be done and it will not be politically popular. Unfortunately, only one side has put their solutions down on paper.

This has to end. I believe that we can compromise and come together to get the federal government’s finances in better shape. But we can’t do that until both sides are honest about their solutions. Not working on a budget has allowed Senate Democrats to pretend the problem doesn’t exist.

This week, the House passed the No Budget, No Pay Act. This bill would temporarily lift the debt ceiling for the next three months, giving Congress time to complete our standard budget process. If a chamber fails to pass a budget, then their pay would be stopped. Paychecks wouldn’t go out again until a budget is passed or the end of the Congress is reached in 2015. (The 27th Amendment to the Constitution prohibits Congress from modifying pay for the current session.)

The House will pass a budget again this year and Speaker John Boehner and Chairman Paul Ryan have committed to passing a plan that balances within ten years. The American people sent us to Washington to make the tough decisions about how taxpayer dollars should be spent. It’s past time that we do the job.

Sen. Toomey cosponsors term limit bill for members of Congress


U.S. Sen. Pat Toomey (R-Pa.) announced Wednesday he will reintroduce legislation with Sen. David Vitter (R-La.) to establish term limits for members of Congress. Their legislation would create a constitutional amendment that limits Senators and Congressmen to three terms in the U.S. House of Representatives and two terms in the U.S. Senate.  

Toomey is a rare breed of politician, who imposed term limits on himself while serving in the House. He stepped down after three terms representing Pennsylvania's 15th Congressional District.

From a press release issued by Toomey's office: 
"Congress should not be a body of career politicians who have forgotten why they were sent to Washington in the first place," Sen. Toomey said. "We are here to do the people’s work, to solve the problems we face, and to leave to our children a stronger, safer, more prosperous nation. I kept my promise to serve just three terms in the House of Representatives. I am pleased to cosponsor a Constitutional amendment to enact term limits for both the U.S. House of Representatives and the U.S. Senate, and I look forward to working with my colleagues on both sides of the aisle to see this through."

"Not allowing individuals to remain in office for an eternity is an important step we need to take to restore confidence in Congress," said Sen. Vitter. "Call it Potomac Fever, or whatever you'd like, but the longer some folks are in Washington, the more taxpayer money they want to spend."

Cosponsors of the legislation include U.S. Sens. Kelly Ayotte (R-N.H.), Tom Coburn (R-Okla.),  Ted Cruz (R-Texas), Ron Johnson (R-Wis.), Mike Lee (R-Utah), Rand Paul (R-Ky.) and Marco Rubio (R-Fla.).

Pennsylvania Dems See Gov. Corbett As Vulnerable in 2014

Pennsylvania Democrats are salivating at the prospect of taking on Republican Gov. Tom Corbett in 2014, but Corbett has not done a bad job in his first two years as governor.

Considering the fiscal mess left by former Gov. Ed Rendell, a free-spending Democrat, Corbett has had his hands full trying to restore fiscal sanity to the Keystone State.

And his efforts to privatize the state lottery and liquor systems could pay off big dividends for state taxpayers.

While Rendell kicked the can down the road on two pressing issues - public pension reform and transportation - Corbett said he is willing to tackle both problems, which has made him unpopular with the core constituency of Democrats - labor unions.

Corbett's poll numbers are down and there's even talk of a primary challenge from his own party by Montgomery County Commissioner Bruce L. Castor Jr., but don't bury Corbett so quickly.

Granted, Corbett  is the victim of lousy PR by his own staff and he continuously battles anti-Republican Harrisburg press corps that fawned over Rendell for eight years, but don't write off Corbett's political future just yet.

The only reason Democrats did so well in the 2012 elections for three state row offices was having Barack Obama at the top of the ticket. They won't have that luxury in 2014.

An if Corbett continues to sign balanced budgets on time - something Rendell was unable or unwilling to do over eight years - Pennsylvania voters will be willing to take another look at a second Corbett term when 2014 rolls around.

For more than 10 years the snooty French had doubts about world famous American cyclist Lance Armstrong.  Because he won their Tour de France seven times they were suspicious and thought "How can zis be? He is only an American. We are zee French and we invented le bicycle, le Alps and le champagne zat we shake and squirt at zee winn-eers."

We all know that Lance Armstrong survived cancer, began the "LIVESTRONG" foundation and sold yellow bracelets to raise money for cancer research.  Armstrong tooted his own bicycle horn as the world’s best cyclists, was a huge celebrity, made many millions in endorsement deals, hung out with movie stars and was engaged to rock star Sheryl Crow. But sadly for Armstrong, the U.S. Anti-Doping Agency (USADA) finally deflated the fake champion’s tires.

For years Armstrong brutishly fought those who accused him of using performance enhancing drugs and blood-doping but in the summer of 2012 he finally gave up the fight but still called the investigation "an unconstitutional witch hunt,” and refused to recognize "USADA's authority to sanction him."  That followed quickly with the USADA banning Armstrong from professional cycling for “his numerous anti-doping rule violations, including his involvement in trafficking and administering doping products to others." Armstrong lost all his Tour de France victories, his 2000 Olympics bronze medal, his super-secret celebrity passwords and invitations to red carpet events.

Le French had always been his strongest critics and when his banishment was decreed, French media showed a sense of vindication and resentment. Jean-Rene Bernaudeau of France’s bicycle racing team told Reuters, "The rotten years of cycling have been identified and Lance Armstrong is out. We are working as hard as we did then and we have better results. French cycling has regained its standing."

The Christian Science Monitor quoted a French newspaper editorial that read: "Saint Armstrong, pierced with arrows, has finally succumbed. This illustrates anew that this sport is poisoned by doping." 

Greg LeMond, America’s first real Tour de France winner said about Armstrong "If Lance is clean, it is the greatest comeback in the history of sport. If he isn’t, it would be the greatest fraud"

Fast forward now to the present January 17th and 18th, 2013, and Armstrong spilled most of his guts to the Oprah in a two part confession where he said used performance-enhancing drugs. This is an amazing reversal after years of his statements, interviews and court battles in which he again and again denied doping and defended his reputation like a knight in shining armor slaying the accusing trolls.

I’m not sure exactly what the Oprah interview was other than an attempt to save some shred of his career. Was this the beginning for the Armstrong World Sympathy Tour? Probably. But remember this, Armstrong didn’t pull off his blood-doping scam alone. He had dozens of people involved and he had threatened many of them and bullied them not to talk.

What I predict will follow is an avalanche of law suits headed Mr. Armstrong’s way from those who should have won those seven Tour de France victories, his sponsors, the people he defamed and anyone else in the world who feels hurt or misled. The London Sunday Times already filed a lawsuit to recover $500,000 it paid Armstrong to settle a previous libel lawsuit. The ripple effect of a fraud this big could be endless. Kinda like Al Gore’s fraud selling his fossil fuel hating anti-global warming unwatchable cable TV “Current” channel to oil rich anti-human rights Al Jazeera.

And of course it always comes back to "what about the children?" who looked up to Lance Armstrong the All-American cheater, bogus role-model and all around skunk.  I’ve never been a big believer in role-model athletes. Charles Barkley, former NBA player said many years ago in a Nike TV commercial "I'm not a role model... Just because I dunk a basketball doesn’t mean I should raise your kids."  That’s right and he spoke the truth. Real role models should be parents, family and friends. Kids need to be surrounded by good, honest hard working people. Parents need to be vigilant and keep the bad guys away and not let them influence their kids. It is so simple, the non-politically correct formula for a stable grounded child is: a two parent home that has established reasonable boundaries enforced with consequences and love.

In the end it may be that Armstrong’s only real victory was against his testicular cancer which had spread to his lungs and brain. He was given a 40 percent chance of survival at the time and was never expected to compete again at anything athletically. Miraculously he overcame cancer and fraudulently he became world famous.

As a tenth generation American with some tiny bit of French genetics, I feel bad for the French to have had to endure the Lance Armstrong fraud for so many years. I must admit the French were right.

A left-wing state lawmaker is pushing a bill to legalize marijuana use in Pennsylvania. He tried the same thing with gay marriage last year. Sen. Daylin Leach was also pushing a bill to crack down on sex slavery in Pennsylvania. This guy must be confused about where he lives. Sounds like he thinks he's representing San Fransisco instead of suburban Philadelphia.

Chances of any of these bills passing in the Pennsylvania Legislature are slim and none ... and slim just left Harrisburg.
